Police say surveillance footage shows an unidentified man walking two leashed dogs along 16th Street NW before entering the parking deck near the intersection of 16th Street NW and Fowler Street NW. Investigators say the same individual was recorded leaving the area roughly 20 minutes later without the dogs. The animals were later found dead in a stairwell area of the deck, with their leashes tied together.
The case was discovered after a parking deck employee noticed a strong odor and traced it to the stairwell where the dogs were located. Investigators have described the location as a quieter area of the facility with less routine foot traffic.
Necropsies confirmed the cause of death, police say
Authorities say veterinary necropsies confirmed both dogs died by strangulation. Investigators have said the work involved coordination with state-level resources and veterinary diagnostic expertise as part of confirming the manner of death and supporting potential criminal charges.

Investigators describe the suspect as a Black man with a white goatee, approximately 5 feet 6 inches to 5 feet 9 inches tall, with tattoo sleeves on both arms.
